SUNAPEE BOARD OF SELECTMEN
MEETING
7:00 PM Town Office Meeting Room
Monday, November 16, 2009

Present: Stephen White Chairman, William Roach Vice-Chairman, Fred Gallup, Charlotte Brown, Emma Smith, Donna Nashawaty, Town Manager

Also Present: Katie Richardson Intertown Record, Peter Urbach, Representative Suzanne Gottling, Chief David Cahill, Tony Bergeron Road Agent, Betty Ramspott Town Clerk, Brian and Lela Emery. Officer Joshua Fisher’s Family

The meeting was called to order by Stephen White, Chairman at 7:00PM

Chief David Cahill introduced Officer Joshua Fisher to the Board of Selectmen. Officer Fisher was sworn in by Betty Ramspott.

Selectmen Action
Motion to approve the Howes/Carroll wedding at the gazebo on September 5, 2010 was tabled until the time for use is determined. (The application was withdrawn by the applicants, who decided on a new venue.)

Chairman’s Report
Chairman White received an email from Upper Valley Regional Planning Commission asking the Town of Sunapee to support them in their bid for a USDA grant. Chairman White would like the Board’s permission to write a letter stating that the Town of Sunapee supports the Upper Valley Regional Planning Commission. Motion was made by Selectman Gallup, seconded by Selectman Brown. All in Favor

Town Manager’s Report
Donna Nashawaty updated the Board on the Coalition meeting that was held in New London this morning regarding donor towns. Donna Nashawaty would like the Board to consider putting an article on the March Warrant for Pat Remick’s services in the fight for donor towns in the amount of $20,000 to $25,000. The Board supported the suggestion and Donna Nashawaty will write up an article for the next round of warrant articles.

Public Hearing on Parking Ordinance
Chief Cahill summarized the changes to Section 1:6 School facilities of the Parking Ordinance that were requested by Alan Pullman, Principal of the Sunapee Elementary School. After much discussion, the ordinance will read as follows:
During the hours of  7:45 AM to 8:15 AM and 2:40PM to 3:15 PM on days in which school is in session, only traffic related to the residents of School Street, school personnel, handicapped individuals, school busses, delivery trucks, and any emergency vehicles, going to and from Sunapee Elementary School, are allowed.  All other traffic on School Street is prohibited during the above hours.  

Tony Bergeron and Chief David Cahill on Central Street
Donna Nashawaty gave a petition from the residents on Central Street expressing their concerns regarding the rate of speed that cars travel on Central Street to the Highway Safety Committee. Tony and Chief Cahill went over several options, one of which after talking with the engineer from the DOT District 2 was to redesign the intersection of Central Street, Old Georges Mills Road and Route 11. (drawing attached) Chief Cahill stated that the make-up of the intersection is so wide open area to go up Central Street or down, which when roads are wider people tend to travel faster and when lines are put on the road and narrow the lanes that tends to slow people down. Tony Bergeron’s suggestion was to try and bring the traffic in at a ninety degree angle to Route 11, which the DOT encourages. The design would have traffic when coming down the hill on Central Street, instead of going straight towards the church and merging onto Route 11 it would be redesigned and the driver would have to make a ninety degree left turn before coming to a stop sign. A driver turning on to Central Street would have to make a ninety degree left hand turn, which according to Tony Bergeron should slow the traffic down. Donna Nashawaty’s suggestion was for Tony Bergeron to have a meeting with the State DOT and then invite the residents from Central Street to discuss their concerns, ideas and suggestions.

8:08PM - A motion was made by Selectman Roach to go into non-public under RSA 91-A:3, ll (d)- consideration of the purchase, sale or lease of real or personal property. The motion was seconded by Selectman Gallup. Roll call vote approved unanimously.

8:45PM – A motion to returned from non-public session by Selectman Brown, seconded by Selectman Gallup. Roll call vote unanimously.

A motion to seal minutes by Selectman Gallup, seconded by Selectman Roach.

Water & Sewer Department-Perkins Pond
Donna Nashawaty reminded both Boards that Perkins Pond was a joint project and one question is where would the town go for financing? One place suggested by Underwood Engineers would be Rural Development, which is a federal agency that puts out water and wastewater programs for financing and actually gets some ARRA money to put towards the project in order to defray the cost. The ARRA Money comes to Rural Development annually as part of the federal government fiscal allotment. Each year Rural Development has a grant round, the project is accepted in the grant round and your project gets placed, you don’t know how much the grant will be until it is accepted and the project can’t be submitted until you have warrant article approval. Donna Nashawaty reviewed the six tasks, task 1 had to be done to get a feel on where the town was going, tasks 2-5 final design plans and task 6 is the project bidding that is needed to put a number on the warrant.




The Boards also discussed the (3) possible components:
  • Collection system around Perkins Pond-proposed paid by new Perkins Pond users.
  • Interceptor cross country-paid general taxation.
  • Individual property owners would pay to connect.
The question was raised about property assessment if sewer goes in.
